Pilar Torres is an economist and holds a master's degree in economics from Universidad del Rosario, as well as a master's degree in sociology from the London School of Economics. She has worked at the National Planning Department -DANE, the National Planning Department - DNP, the World Bank, and the Bogota Chamber of Commerce. She is currently deputy director of strategic studies at the Secretariat of Economic Development of Bogota.


Felipe Mariño
Felipe is a political scientist with a specialization in government management from the University of Palermo in Buenos Aires and a master's degree in public policy from Oxford University, with more than 10 years of experience in the design and implementation of citizen security policies. Currently director of Bogotá Cómo Vamos.


Juan Fernando Restrepo
Political scientist, internationalist, and project management specialist. Ten years of experience as a consultant in corporate security and risk management. Extensive experience in generating knowledge and analysis on urban security dynamics, including citizen perception and the impact of sociopolitical variables.


David Monroy Londoño
He holds a PhD in Economics from the University of the Andes and has more than 15 years of experience in academia, consulting, research, and public administration, including a decade in management positions at the national and district levels. He currently serves as Director of Knowledge Management at the Bogotá Chamber of Commerce, a position he has held since April 2021. His professional career covers a wide range of topics, including entrepreneurship, economic development, urban planning, education, finance, risk management, and money laundering prevention. In addition to his work in the public sector, he has worked as a researcher, consultant, and teacher.


Gisela Labrador
Economist with a master's degree in urban and territorial planning with more than 15 years of experience in project financing and management, public administration, territorial planning, public policy guideline development, urban management, land use planning, and territorial public finance. As Coordinator of the Observatory of Metropolitan and Regional Dynamics, she has led the knowledge management strategy for data-based decision-making in the Bogotá-Cundinamarca Metropolitan Region, an entity with which she has been associated since 2024.


Laura Bonilla
Deputy Director of the PARES Foundation and political analyst. Political scientist and Master in Political Studies with a diploma in advanced European studies in Contemporary Latin America. Expert in the analysis of armed conflicts, organized violence, and patterns of violence against civilians. Her research and publications include studies on paramilitarism and politics, special reports for the Early Warning System, and studies and analyses of violence in Colombia, armed groups, and organized crime. She has also served as director of international civil society organizations and as an international consultant on Latin America.


Juan Felipe Campos
Head of the Office of Information Analysis and Strategic Studies at the District Secretariat for Security, Coexistence, and Justice. Economist with master's degrees in Economics from the University of the Andes and in Public Administration and Management from University College London (UCL). He has led high-impact teams and projects in public policy formulation, quantitative analysis, and impact assessment, excelling in the design and evaluation of security strategies, criminal prosecution, and socioeconomic analysis in different territories.


Isabella Muñoz
Economist with a Master's degree in Economics from the National University and a Master's degree in Gender, Peace, and Security from the London School of Economics, as a Chevening scholar. She has more than 12 years of experience in economic and social research, public policy implementation, and international cooperation, integrating a gender perspective. She was director of the Observatory on Women and Gender Equality at the District Secretariat for Women between 2024 and 2025.


Paulo Martínez
Urban economist from the Universidad del Rosario who works in comprehensive knowledge management for social development. He currently coordinates knowledge management and Monitoring, Evaluation, and Learning (MEL) at Fundación Corona and worked for three years at Bogotá Cómo Vamos leading interdisciplinary reports and surveys on urban quality of life.
