Analysis of infrastructure works in Bogota and the region

Work is progressing on the First Line of the Bogotá Metro; the construction of TM phases II and III to Soacha, the nine sections of the Transmilenio Trunk Line along Avenida 68, and nine value-added projects currently underway

Analysis

The information presented corresponds to the cut-off date of October 22, 2025. The status of the contracts is as follows:

This period includes eight projects, of which the Calle 80 Interchange contract is currently underway; the La Calera New Connection and Cali Avenue/Ferrocarril Avenue Grade Separation contracts have been completed; and the remaining five are currently underway, as follows: Line 3 of the Bogotá Metro, Transmilenio Phase IV Soacha, Construction of the Tibanica Vehicular Bridge, Construction of roads and public spaces in the industrial areas of Montevideo and Puente Aranda (Group 5), and Section 5 of José Celestino Mutis Avenue, located between Transversal 112b bis a and Carrera 112.

As of October 2025, there are 48 contracts in progress, of which 45 are under construction and 3 are in pre-construction. Within the construction phase, 28 contracts are in progress, 12 have been completed, 3 remain suspended, and 2 have expired, showing a significant volume of work in progress and a significant number of projects delivered. In the pre-construction stage, the 3 reported contracts are in execution, indicating an active transition to construction phases.

The Urban Development Institute (IDU) accounts for most of the contracts, with 42 projects, followed by the Regional Railway Company (EFR) with 3, the National Infrastructure Agency (ANI) with 2, and the Bogotá Metro Company (EMB) with 1. Strategic projects include the Transmilenio trunk lines on Av. Ciudad de Cali, Av. 68, and Phases II and III to Soacha, the First Line of the Bogotá Metro, the Regiotram de Occidente, the Carrera Séptima Green Corridor, and the construction project to adapt Calle 13 to the mass public transport system.

In conclusion, the information reflects a state of progress with a predominance of contracts in execution and a growing number of completed projects.

As of October 2025, there are 25 contracts in the study and design, feasibility, and pre-feasibility stages. Most of these are studies and designs (17 contracts), of which 14 have already been completed, 1 is suspended, and 2 are in progress, reflecting considerable progress in the delivery of design products. There are 6 contracts in the feasibility stage, of which 5 are in progress and 1 has been completed, while there are 2 contracts in the pre-feasibility stage, one in progress and one completed.

In terms of contracting entities, the IDU leads with 19 contracts, followed by the Bogotá Metro Company (EMB) with 3, and individually ANI, Regional Agency for Mobility (ARM), Bogotá and Cundinamarca Metropolitan Region (RMBC), and National Development Fund (FDN) (Phase IV TransMilenio to Soacha agreement) and Findeter with one contract each.
