Analysis of infrastructure works in Bogota and the region

There are 42 contracts currently in progress across all stages: 33 completed, 3 suspended, and 2 expired.

Project Status Analysis — Cutoff Date: June 27, 2026

The information presented corresponds to the cutoff date of June 27, 2026. As of that date, the portfolio includes 80 contracts across all stages and procurement methods, of which 49 are in the construction and pre-construction stages.

Of the 47 contracts in the construction phase, 28 are underway, 15 have been completed, 2 remain suspended, and 2 have been declared expired, reflecting a significant volume of work in progress and a substantial number of completed projects. In the preconstruction stage, the two reported contracts—Regiotram de Occidente and ALO Tramo Sur—are currently being executed, indicating a gradual transition toward the construction phases.

By contracting entity, the Institute of Urban Development (IDU) accounts for the majority of contracts currently under construction with 42, followed by the National Infrastructure Agency (ANI) with 3, the Regional Railway Company (EFR) with 3, and the Bogotá Metro Company (EMB) with 1. Notable strategic projects include the TransMilenio trunk lines along Avenida Ciudad de Cali and Avenida 68, as well as Phases II and III to Soacha; the First Line of the Bogotá Metro; the Regiotram de Occidente; the Carrera Séptima Green Corridor; the Urban Renewal Projects; and Calle 13.

Projects in the Study and Design Phase

Regarding the 31 contracts in the study and design, feasibility, pre-feasibility, comprehensive structuring, comprehensive evaluation, and prequalification phases, the breakdown is as follows: the study and design phase accounts for 18 contracts, of which 14 have already been completed, 3 are currently in progress, and 1 has been suspended (Medellín Ave. – Calle 80 Interchange, IDU-636-2024); feasibility includes 5 contracts, with 4 in progress and 1 completed; comprehensive structuring includes 3 contracts, 1 in progress and 2 completed; pre-feasibility includes 3 contracts, 2 in progress and 1 completed; prequalification includes 1 contract in progress, corresponding to the Second Line of the Bogotá Metro, for which Addendum No. 2 to the Prequalification Document was published on June 5, 2026, setting the deadline for submission of applications for August 10, 2026; and comprehensive evaluation includes 1 contract in progress, corresponding to the new contract MB06—Extension of the First Line of the Bogotá Metro to Calle 100, added to the portfolio in this reporting period.

By contracting entity at this stage, the IDU leads with 20 contracts, followed by the EMB with 5, the EFR with 2, and the ANI, the ARM–Bogotá-Cundinamarca Metropolitan Region/FDN, the ICCU, and other entities with 1 contract each. Projects in this stage include the Second Line of the Bogotá Metro—Suba-Engativá Extension, Line 3 of the Bogotá Metro, the Northern Regiotram (Zipaquirá Train), the PLMB Extension to Calle 100, the New Suba–Cota Road, the Tibanica Vehicular Bridge, the CL 80 Interchange, the CL 63 Extension to Devisab (as part of the El Dorado Max PPP), the La Calera–Cable San Rafael Connection, ALO Centro, and the Sabana Perimeter Road, among others.

Note: The Accesos Norte Phase 2 (AN01) project has moved to the Construction phase, with the construction commencement certificate for Functional Units 1 and 2 signed on April 6, 2026; therefore, in this report, it is classified under the Construction group rather than the Pre-construction group.

Description

The Bogotá Chamber of Commerce is monitoring 30 mobility infrastructure projects in Bogotá and the surrounding region, which involve 80 contracts at various stages of implementation: studies and design, feasibility, pre-feasibility, pre-construction, and construction.
