Analysis of Disbursements — As of March 27, 2026
As of March 27, 2026, consolidated disbursements for public works contracts in the portfolio projects total $3.04 trillion paid out of a contracted value of $7.21 trillion, corresponding to a disbursement rate of 42.15%. Of this total, $2,709,907 million corresponds to payments made to construction contractors and $326,979 million to supervision.
The analysis includes contracts in the In Progress, Suspended, and Expired statuses, as well as contracts in the Completed status that are part of the listed projects. Excluded are concessionaire contracts and their supervision fees, as well as contracts for studies and designs, feasibility studies, prequalification, and structuring.
Disbursements by Project
TransMilenio along Av. 68 is the project with the highest volume of disbursements in absolute terms, with $1,727,855 million paid out of $3,035,121 million contracted, equivalent to 56.93% of the contract value. Payments for construction amount to $1,556 billion, and those for supervision to $172 billion.
TransMilenio Phases II and III in Soacha have the highest disbursement rate at 80.08% ($454.947 billion paid out of $568.084 billion contracted), reflecting that the project is nearing completion. Payments for construction work total $383 billion, and those for supervision total $72 billion.
The TransMilenio Trunk Line on Av. Ciudad de Cali has recorded $408.694 billion paid out of $788.763 billion contracted (51.81%), with $369 billion for construction and $40 billion for supervision.
Laureano Gómez Avenue (AK 9) between AC 170 and AC 193 exceeds 94.49% disbursement, with $147.674 billion paid out of $156.279 billion contracted, making it the contract with the most advanced financial execution in the portfolio.
Calle 13 has recorded $116.932 billion paid out of $506.219 billion contracted (23.10%), which is consistent with its initial construction phase (21.87% physical progress).
The Valorización project has disbursed $132.082 billion out of $434.740 billion contracted (30.38%), with significant variations among its contracts depending on the progress of each one.
The Carrera Séptima Green Corridor shows the lowest proportional disbursement among projects with active construction contracts, with just $38.301 billion paid out of $1,596,262 billion contracted (2.40%), consistent with the initial stage of work on its three construction contracts.
Mutis Avenue from TV 112B to KR 112 has recorded $9.342 billion disbursed out of $21.048 billion contracted (44.38%).
The Ciclo Alameda Medio Milenio project, which is currently suspended, has accumulated just $1.057 billion disbursed out of $98.499 billion contracted, equivalent to 1.07%.
Description
The Bogotá Chamber of Commerce is monitoring 28 infrastructure projects for mobility in Bogotá and the surrounding region, which involve 78 contracts at various stages of implementation: studies and designs, feasibility, pre-feasibility, pre-construction, and construction.

Note 1: The total contracted, estimated, and yet-to-be-contracted value corresponds to the sum of the values of the 78 contracts in the portfolio, in all their statuses (in progress, completed, expired, and suspended) and at all stages (construction, pre-construction, studies and designs, pre-feasibility, feasibility, pre-qualification, and comprehensive structuring).
Note 2: The value of the Calle 13 project varies between the two tables presented because each includes different contracts. The first table—total investment and contracting progress—lists the construction contracts IDU-1456-2023 (Lot 1) and IDU-1450-2023 (Lot 2), while the second table—projects in the study and design phase—corresponds to the study and design contracts IDU-1475-2017 and IDU-1323-2021. Both groups of contracts are part of the same project but correspond to different stages and contractual scopes.
