In Bogotá and the surrounding region, projected investment in infrastructure projects totals $82.4 trillion.

Analysis of Contracting Progress — As of May 27, 2026

As of May 27, 2026, the monitoring portfolio includes 79 contracts with a total estimated value of $82.4 trillion, a total contracted value of $34.6 trillion (42.02% of the estimate), and a value still to be contracted of $47.8 trillion (57.98%).

The funds are primarily concentrated in large-scale strategic projects: the Second Line of the Bogotá Metro—Suba-Engativá Extension ($17.78 billion), the First Line of the Bogotá Metro ($17.45 billion), the Northern Regiotram ($17.40 billion), according to CONPES Document 4190 dated May 4 of this year, the CL 63 Extension to Devisab ($12.69 billion, a figure corresponding to the EDMAX Private Initiative project—Bogotá’s El Dorado International Airport, structured by ODINSA Aeropuertos S.A.S. before the ANI, of which the road extension is an integral part), the Western Regiotram ($3.87 billion), and the TransMilenio on Av. 68 ($3.04 billion). Together, these six projects account for more than 87% of the portfolio’s total estimated investment.

By contracting entities, the Bogotá Metro Company (EMB) accounts for 50.88% of the contracted value, followed by the IDU with 23.99%, the EFR with 12.87%, and the ANI with 12.14%, while other entities account for the remaining 0.08%.

In terms of contract progress, the projects are divided into two main groups. The 49 contracts in the construction and pre-construction phases have $35.09 trillion remaining to be contracted and a contracted value of $34.143 billion, distributed as follows: Bogotá Metro Line 1 ($17.450 billion), Regiotram de Occidente ($3.86973 billion), Transmilenio on Av. 68 ($3.0373 billion), Northern Access Roads Phase 2 ($1.83438 billion), Carrera 7 Green Corridor ($1.61344 billion), Los Andes Trunk Line ($1.22568 billion), Upgrades ($1,195.16 million), ALO Southern Section ($1,141.85 million), Calle 13 ($1,066.68 million), Transmilenio Trunk Line on Av. Ciudad de Cali ($788.76 million), Transmilenio Phases II and III in Soacha ($568.08 million), Laureano Gómez Avenue (AK 9) between AC 170 and AC 193 ($164.84 million), Alameda Medio Milenio Cycle Path ($109.58 million), Boyacá Avenue between AC 170 and AC 183 ($82.45 million), Mutis from TV 112B to KR 112 ($21.98 billion) and Av. Circunvalar del Oriente ($9.77 billion).

The 30 contracts currently in the study and design, pre-feasibility, feasibility, prequalification, and comprehensive structuring phases have a contracted value of $565.34 billion and a value yet to be contracted of $47.78 trillion. The project with the highest value pending contract award is the Second Line of the Bogotá Metro—Suba-Engativá Extension, with $17.729 billion (37.11% of the total pending contract value), followed by the Northern Regiotram at $17.360 billion (36.33%) and the CL 63 Extension to Devisab (under the Dorado Max PPP) at $12.690 billion (26.56%).

Note 2: The total contracted, estimated, and yet-to-be-contracted value corresponds to the sum of the values of the 79 contracts in the portfolio, in all their statuses (in progress, completed, expired, and suspended) and in all their stages (construction, pre-construction, studies and designs, pre-feasibility, feasibility, pre-qualification, and comprehensive structuring).

Note 3 — Contract Values: The figures in this chapter include all contracts in the portfolio at every stage, including those that have been completed. For this reason, the total figures may differ from those reported in the chapters on disbursements and employment, where completed and expired contracts are excluded.

Note 4: The value of the Calle 13 project varies between the two tables presented because each includes different contracts. The first table—total investment and contracting progress—lists construction contracts IDU-1456-2023 (Lot 1) and IDU-1450-2023 (Lot 2), while the second table—projects in studies and designs—corresponds to the studies and designs contracts IDU-1475-2017 and IDU-1323-2021. Both groups of contracts are part of the same project but correspond to different stages and contractual objects.

Description

The Bogotá Chamber of Commerce is monitoring 29 infrastructure projects for mobility in Bogotá and the surrounding region, which involve 79 contracts at various stages of implementation: studies and design, feasibility, pre-feasibility, pre-construction, and construction.
