Analysis of Contracting Progress — As of July 27, 2026
As of July 27, 2026, the monitored portfolio includes 81 contracts with an estimated total value of $82.4 trillion, a total contracted value of $34.7 trillion (42.04% of the estimate), and a value still to be contracted of $47.8 trillion (57.96%).
Funding is primarily concentrated in large-scale strategic projects: the Second Line of the Bogotá Metro—Suba-Engativá Extension ($17.78 billion), the First Line of the Bogotá Metro ($17.45 billion), the Northern Regiotram ($17.40 billion), according to CONPES Document 4190 dated May 4, 2026; the CL 63 Extension to Devisab ($12.69 billion, corresponding to the EDMAX Private Initiative project — Bogotá’s El Dorado International Airport, structured by ODINSA Aeropuertos S.A.S. before the ANI), the Western Regiotram ($3.87 billion), and the TransMilenio on Av. 68 ($3.04 billion). Together, these six projects account for more than 87% of the portfolio’s total estimated investment.
By contracting entity, the Bogotá Metro Company (EMB) accounts for 50.84% of the contracted value, followed by the IDU with 24.02%, the EFR with 12.85%, and the ANI with 12.12%, while other entities account for the remaining 0.08%.
Regarding the status of contracting, the projects are divided into two main groups. The 49 contracts in the construction and pre-construction phases (including those completed and expired) have all been formalized, with a contracted value of $34,074 million and a value remaining to be contracted of $0, distributed by project as follows: Bogotá Metro Line 1 ($17,450,000,000), Regiotram de Occidente ($3,869,730,000), TransMilenio on Av. 68 ($3,039,510,000), Northern Access Roads Phase 2 ($1,834,080,000), Carrera 7 Green Corridor ($1,596.26 million), Los Andes Trunk Line ($1,225.69 million), Urban Renewal ($1,155.19 million), ALO Southern Section ($1,141.86 million), Calle 13 ($1,035.81 million), TransMilenio Trunk Line on Ciudad de Cali Ave. ($788.76 mil M), TransMilenio Phases II and III in Soacha ($568.08 mil M), Laureano Gómez Ave. (AK9) between AC 170 and AC 193 ($164.84 mil M), Alameda Medio Milenio Bike Path ($98.50 mil M), Boyacá Avenue between AC 170 and AC 183 ($82.45 thousand M), Mutis Avenue from TV 112B to KR 112 ($22.20 thousand M), and Circunvalar del Oriente Avenue ($1.43 thousand M).
The 32 contracts currently in the study and design, pre-feasibility, feasibility, prequalification, comprehensive evaluation, and comprehensive structuring phases have a contracted value of $583.06 billion and a value yet to be contracted of $47.78 trillion.
As for the amount already contracted, the $34.7 trillion is distributed as follows among the main projects: Bogotá Metro Line 1: $17,450 thousand M (50.35%), Western Regiotram: $3,870 thousand M (11.17%), TransMilenio on Av. 68: $3,040 thousand M (8.77%), Northern Access Roads Phase 2: $1,834 thousand M (5.29%), Carrera 7 Green Corridor $1,613,000,000 (4.66%), Los Andes Trunk Line $1,226,000,000 (3.54%), Urban Renewal $1,208,000,000 (3.48%), ALO Southern Section $1,142,000,000 (3.3%), Calle 13: $1,070 million (3.09%), TransMilenio Trunk Line on Av. Ciudad de Cali: $789 million (2.28%), TransMilenio Phases II and III in Soacha: $568 million (1.64%), and Line 3 of the Bogotá Metro: $110 million (0.32%).
The project with the highest value still to be contracted is the Bogotá Metro Line 2—Suba-Engativá Extension, at $17,729 million (37.11% of the total to be contracted), followed by the Northern Regiotram at $17,360 billion (36.33%) and the CL 63 Extension to Devisab (as part of the Dorado Max PPP) at $12,690 billion (26.56%).
Note 1: The contracted value is the sum of the construction cost and the supervision fee.
Note 2: The total contracted, estimated, and yet-to-be-contracted value corresponds to the sum of the values of the 81 contracts in the portfolio, in all their statuses (in progress, completed, expired, and suspended) and in all their stages (construction, pre-construction, studies and designs, pre-feasibility, feasibility, prequalification, comprehensive evaluation, and comprehensive structuring).
Note 3 — Contract Values: The values in this chapter include all contracts in the portfolio in all their statuses, including those that have been completed. For this reason, the total values may differ from those reported in the chapters on disbursements and employment, where completed and expired contracts are excluded.
Note 4: The value of the Calle 13 project varies between the two tables presented because each includes different contracts. The first table—total investment and contracting progress—lists the construction contracts IDU-1456-2023 (Lot 1) and IDU-1450-2023 (Lot 2), while the second table—projects in the study and design phase—corresponds to the study and design contracts IDU-1475-2017 and IDU-1323-2021. Both groups of contracts are part of the same project but correspond to different phases and contractual scopes.
Note 5: The figures in this table (and in the accompanying graph) represent the sum of the values of the construction and supervision contracts for each project, across all statuses (in progress, completed, expired, and suspended) and all stages (construction, pre-construction, studies and designs, pre-feasibility, feasibility, prequalification, comprehensive evaluation, and comprehensive structuring) — that is, the sum of the two previous tables (49 contracts in construction and preconstruction + 32 contracts in studies, designs, and consulting services). For this reason, some projects show a different value here than that reported in the paragraph or table for the 49 contracts, since the latter reflects only construction contracts, while this table also includes those for studies and designs. For example, for the Carrera 7 Green Corridor, the value of $1,596,262,124,130 from the table of 49 contracts, added to the $17,177,708,741 from the table of 32 contracts, results in the $1,613,439,832,871 shown in this table. The same criteria apply to the Alameda Medio Milenio Cycle, Circunvalar del Oriente Avenue, Valorización, and Calle 13 (see also Note 4 for the specific case of the latter).

The Bogotá Chamber of Commerce is monitoring 31 infrastructure projects for mobility in Bogotá and the surrounding region, which involve 81 contracts at various stages of implementation: studies and design, feasibility, pre-feasibility, pre-construction, and construction.
