Analysis of Project Physical Progress — As of May 27, 2026
The portfolio includes 79 contracts with a total value of $63.63 trillion and a physical progress rate of 18.18% compared to the scheduled 9.5%, representing a 19.03% difference. The total amount executed amounts to $18.18 trillion.
For the 35 contracts currently under construction, physical progress stands at 56% compared to the scheduled 17.1%, representing a 38.97% deviation, with a cumulative amount executed of $17.63 trillion.
The progress by project is presented below:
Bogotá Metro Line 1: Reports a physical execution rate of 75.50% as of March 31, 2026. For this period, the Bogotá Metro Company did not submit the scheduled progress, so it is not possible to calculate the deviation from the schedule, and the contract is classified as green, with the construction phase completion date scheduled for September 2027 and the start of commercial operations estimated for March 2028.
Western Regiotram: Progress stands at 13.29% compared to the scheduled 20.88%, representing a negative deviation of –7.59%, classified as a red light. The total amount spent is $494.18 billion. Construction is scheduled to be completed in January 2030, and operations are scheduled to begin in July 2030. The final reporting date is March 31, 2026.
Transmilenio along Av. 68: Overall progress is 72.46% compared to the scheduled 75.50%, with a negative deviation of –3.05%, classified as a yellow light. The total amount spent amounts to $1.99 trillion, and construction is scheduled to be completed in October 2032. The sections with the greatest delays are Section 2 (–8.66%) and Section 7 (–7.20%). Section 1 is slightly ahead of schedule at +0.97%.
Transmilenio along Ciudad de Cali Avenue: Progress stands at 76.92% compared to the scheduled 89.07%, with a negative deviation of –12.16%, classified as a red light. The total amount spent amounts to $545.49 billion, and construction is scheduled to be completed in December 2030. Group 2 (IDU-1647-2020) is the furthest behind, at 58.22% compared to the expected 91.94% (–33.72%), in an expired status.
Transmilenio Soacha Phases II and III: Overall progress stands at 74.32% compared to the scheduled 74.24%, with a positive deviation of +0.08%, classified as a green light. Lot 2 is 100% complete compared to the 100% scheduled, and Lot 1 is 56.92% complete compared to the 56.79% scheduled (+0.13%, green light). The total amount spent amounts to $368.86 billion, and the end of the service level guarantee is scheduled for September 2031.
Improvement Works — Sidewalks, bike paths, pedestrian bridges, and green corridor: Overall progress stands at 49.13% compared to the scheduled 59.53%, with a negative deviation of –10.40%, classified as a red light. The total executed amounts to $185.63 billion out of a contract value of $377.86 billion. The contracts with the greatest delays are the 112th Street and 9th Avenue Pedestrian Bridge — (IDU-215-2020, expired, –63.59%), and Contracts 2400-2024 on 92nd and 94th Streets (–76.90%). Construction completion for this group is scheduled for May 2027.
Laureano Gómez Avenue (AK 9) between AC 170 and AC 193: Progress stands at 99.94% compared to the scheduled 99.94%, with a deviation of 0.00%, classified as green. The total amount spent is $145.90 billion, and construction is scheduled to be completed in May 2026.
Calle 13: Progress stands at 31.90% compared to the 32.09% scheduled for Lot 1—Puente Aranda Overpass, representing a positive deviation of +0.21%, classified as a green light. The total amount spent is $152.43 billion, and construction is scheduled to be completed in January 2028.
Carrera Séptima Green Corridor: With a consolidated progress of 6.28% compared to the 6.44% scheduled for the three active contracts, it shows a negative deviation of –0.16%, classified as a yellow light. The total amount spent is $91.31 billion, and construction is scheduled to be completed in March 2032.
Alameda Medio Milenio Cycle: Progress stands at 0.58% compared to the scheduled 81.15%, with a negative deviation of –80.57%, classified as a red light. The project is currently suspended (IDU-1177-2023). The total amount spent is $510.39 million, and construction was scheduled to be completed in June 2026.
Section 5: José Celestino Mutis Ave. – 112B bis St. to 112th St.: Progress stands at 71.76% compared to the scheduled 74.68%, with a negative deviation of -2.92%, classified as a yellow light. The total amount spent is $12.78 billion, and construction was scheduled to be completed in April 2026.
Note: The average scheduled percentage of the portfolio shows a decrease compared to the previous reporting period because Empresa Metro de Bogotá (EMB) did not submit the scheduled progress report for contract MB01—Bogotá Metro Line 1—for the period ending March 31, 2026. In the absence of this data, the field is recorded as 0%, which affects the calculation of the overall scheduled average for the portfolio. The information will be updated in the next reporting period once EMB reports the corresponding data.
Note— Source of physical progress for TransMilenio Phase IV Soacha (TS03): The 25.29% progress reported for TransMilenio Phase IV Soacha corresponds to the progress of the pre-feasibility and feasibility studies, not to physical construction. This data was taken from Quarterly Supervision Report No. 3 for Contract ARM-CD-019-2025, published in SECOP II as of March 5, 2026, on page 3.
Note: The amount of $31.48 trillion corresponds to the sum of the current value of work for the 35 contracts in the construction and pre-construction stages with a status of in progress, suspended, or expired, excluding completed contracts, the value of supervision services, and the value yet to be contracted.
Note — Physical Progress Report: Alameda Milenio Cycle The amount of $87.998 billion (approximately $88.00 billion) corresponds solely to the construction cost of Contract MM02 (IDU-1177-2023), excluding the cost of supervision ($10.500 billion). Contract MM01 (studies and designs) has been completed and is not included in this analysis.

Monitoring Methodology
The Bogotá Chamber of Commerce monitors 29 mobility infrastructure projects in Bogotá and the surrounding region, which involve 79 contracts across various categories: studies and designs, feasibility, pre-feasibility, pre-construction, and construction.
The “Percentage Completed” indicator reflects the physical progress of the contracts. The “Total Completed” corresponds to the sum of the product of the percentage completed and the respective current value of each contract. The schedule variance corresponds to the difference between the percentage completed and the scheduled percentage: if the difference is negative, the project is behind schedule; if it is positive, the project is ahead of schedule.
