Analysis of Direct Job Creation

As of July 27, 2026, the monitoring portfolio shows a total of 27,176 direct jobs created across 30 contracts, of which 25,896 are construction jobs and 1,280 are supervision jobs. The report includes only contracts with the status “In Progress” or “Suspended,” in the construction and pre-construction phases, excluding studies and designs, feasibility studies, pre-feasibility studies, comprehensive structuring, and prequalification.

Distribution by Contracting Entity

Empresa Metro de Bogotá (EMB) accounts for the largest number of jobs, with 15,847 (58.31% of the total), associated with the First Metro Line. The IDU contributes 8,073 jobs (29.71%), distributed among the TransMilenio, Valorización, Calle 13, and Corredor Verde projects, among others. The EFR contributes 2,430 jobs (8.94%), corresponding to the Regiotram de Occidente and TransMilenio Soacha. The ANI reports 826 jobs (3.04%) through the Troncal de los Andes, ALO Southern Section, and Northern Accesses Phase 2.

Bogotá’s Metro Line 1 accounts for the largest number of jobs in the portfolio, with 15,847 jobs (15,589 in construction and 258 in supervision), representing 58.31% of the total. Next in order of importance are the Avenida 68 corridor with 4,981 jobs (4,644 construction jobs and 337 supervision jobs), the Regiotram de Occidente with 1,556 jobs (1,467 construction jobs and 89 supervision jobs), Calle 13 with 1,023 jobs (956 in construction and 67 in supervision), and TransMilenio Phases II and III in Soacha with 874 jobs (813 in construction and 61 in supervision).

The Urban Renewal projects generate 836 jobs (657 in construction and 179 in supervision), the Carrera Séptima Green Corridor generates 624 jobs (446 in construction and 178 in supervision), and the TransMilenio Trunk Line on Av. Ciudad de Cali, 577 jobs (497 construction jobs and 80 supervision jobs). Among the projects generating the fewest jobs are the Troncal de los Andes with 515 jobs, the ALO Southern Section with 161, the Northern Access Roads Phase 2 with 150, and the Ciclo Alameda Medio Milenio with 32 jobs.

Note 1: The employment data reported in this report corresponds to different cutoff dates depending on the entity responsible for each project. For projects managed by the IDU, the cutoff date is July 20, 2026, according to the information available in the entity’s project portal. For projects managed by the EMB, the cutoff date is June 30, 2026 (PQRSD-S26-00889 dated July 15, 2026). For projects managed by the EFR, the cutoff date is June 30, 2026. For projects managed by the ANI, the dates vary by contract: ALO South Section with a cutoff date of April 30, 2026 (Supervisory Report No. 46, VEJ-501-2022, p. 180); North Access Roads Phase II, with a cutoff date of May 31, 2026 (Supervisory Report No. 48, VEJ-506-2022, p. 107); and Troncal de los Andes as of April 10, 2026 (Monthly Audit Report No. 109, ETSA-SIGA Consortium).

Description

The Bogotá Chamber of Commerce monitors 31 infrastructure projects for mobility in Bogotá and the surrounding region, which involve 81 contracts at various stages of implementation: studies and design, feasibility, pre-feasibility, pre-construction, and construction. Here you can track the progress of the projects and their impact on job creation.

The “Percentage Completed” indicator reflects the physical progress of the contracts. “Total Completed” corresponds to the sum of the product of the percentage completed and the respective current value of each contract. The schedule variance corresponds to the difference between the percentage completed and the scheduled percentage: if the difference is negative, the project is behind schedule; if it is positive, the project is ahead of schedule.

The traffic light system established for monitoring assigns the color green to positive values, the color yellow to negative values between 0% and 5%, and the color red to values greater than 5%.

Note: Employment data includes only contracts in the In Progress, Expired, and Suspended statuses, in the construction and pre-construction phases. Excluded are the study and design, feasibility, comprehensive structuring, and pre-qualification phases, as well as contracts in the Completed status.
