Regulations for pets (dogs and cats) at the headquarters of the Bogota Chamber of Commerce.
By voluntarily entering our offices or points of attention, the owner(s), holder(s) or person(s) responsible for the pets declare(s) that they know and accept the Animal Protection and Welfare Guidelines (PYBA) of the Bogota Chamber of Commerce (CCB) and these regulations, which are displayed in these areas and available on our website. The owner(s), holder(s) or person(s) responsible for the pets, meaning only dogs or cats, are obliged to comply with the above mentioned documents during their stay at the CCB facilities. In case of omission or non-compliance with the guideline, the CCB team may request the owner to leave the facilities. In case of omission or breach of the guideline, the CCB team may request the owner to leave the facilities. In the event of any civil, administrative, criminal or any other type of liability arising from any act of their pets or facts derived from the possession or ownership of the same, the person responsible for the animal shall assume full responsibility for the damages caused. The owner(s), keeper(s) or person(s) responsible for the companion animals that cause any damage to people, other animals or property shall fully compensate those affected, and shall also assume any fine, conviction or sanction determined by the competent authority. The owner(s), keeper(s) or person(s) in charge of pets exonerate the CCB from any responsibility for any event caused directly or indirectly by the pet animal in the CCB facilities, where people, other animals or goods are harmed or at risk. The owner(s), holder(s) or person(s) responsible for the pets understand that by entering the CCB's facilities they unequivocally accept the collection of personal data for any incident caused directly or indirectly by the pet, without prejudice to the CCB's power to notify the competent authorities.
Objectives:
Establish rules of behavior: Facilitate the permanence of pets (only dogs and cats) in the public service offices of the Bogota Chamber of Commerce (CCB) that have this space, complementing the PYBA CCB guideline.
Define clear rules: For owners, responsible or keepers of companion animals (only dogs and cats) within the facilities of the CCB's public attention venues, promoting the common welfare and healthy coexistence of collaborators, visitors and animals.
Identify responsibilities: Establish the responsibilities acquired by visitors when sharing spaces with companion animals, in accordance with the provisions of articles 117 and following articles 126 and following of Law 1801 of 2016 by which the National Code of Security and Citizen Coexistence was issued and other rules that modify, complement or replace the current regulations.
Scope:
The purpose of these regulations is to inform security, cleaning, cleaning, logistics, collaborators, visitors of the Bogotá Chamber of Commerce (CCB) and the general public about the guidelines and conditions that must be complied with by the owners, responsible persons or keepers to allow the stay of pets in the CCB's offices and points of attention to the public. This regulation does not apply to events held at the CCB facilities, which is why the entry of pets (only dogs and cats) to events is not authorized, except in cases where the user or visitor requires it (Law 1801 of 2016. Article 24 numeral 2 guide dogs, guide animals or assistance animals in accordance with sentence C-048 of 2020 of the Constitutional Court).
General:
The Bogota Chamber of Commerce (CCB) is committed to generating an inclusive environment, regulating the presence of pets and outlining the responsibilities of the owners, responsible or keepers, in accordance with current regulations. This document establishes the responsibilities of pet owners and keepers (dogs and cats only), as well as the guidelines and protocols that the CCB has implemented in this regulation and other documents associated with the PYBA guideline, in accordance with current regulations. This document regulates the permission to stay and circulate visitors with pets in the areas defined by the CCB in its different headquarters and facilities (parking lots, common areas, etc.), according to articles 2353 of the CCB's regulations. ), in accordance with Articles 2353 and 2354 of the Civil Code, Law 84 of 1989, Law 1801 of 2016, Law 746 of 2002, Law 1955 of 2019, National Animal Protection and Welfare Policy of the Ministry of Environment, Agreement 532 of 2013 Council of Bogotá, the District Public Policy for Animal Protection and Welfare 2014-2038, the CONPES D.C. No. 17 with the update of the Action Plan of the "DISTRICT PUBLIC POLICY FOR ANIMAL PROTECTION AND WELFARE 2014-2038" and other regulations that modify, complement or replace them.
Consequently, entrepreneurs and users of the services offered by the CCB may keep their pets (only dogs or cats) in the areas defined for the permanence of pets in the CCB's offices and service points. Notwithstanding the foregoing, users who are owners, responsible or keepers of pets, who make use of the areas or spaces provided by the CCB for the permanence of these, will always do so at their own risk, assuming responsibility for any damages or claims that may arise from the actions of their pets and for their lack of diligence and care of them. In addition, the CCB clarifies that all recommendations or warnings that may be made by collaborators or officers of the entity are made for preventive purposes. Failure to comply with these indications may result in a request for immediate removal from our facilities. Finally, all pet owners or keepers must abide by the following rules within the CCB's offices and points of attention:
General Rules:

b) Companion animals must wear a collar, breastplate or leash, and be handled exclusively by adults.
c) Pets are not allowed to stay in cafeterias and bathrooms, except for exceptions for guide or guide dogs in accordance with the provisions of Article 124 numeral 2 of Law 1801 of 2016.
d) Special handling breeds must wear a muzzle at all times and the documentation required by law, in accordance with the provisions of Article 126 and following of Law 1801 of 2016.
e) Owners, responsible or keepers must collect and dispose of their animals' waste in an appropriate manner. Therefore, it is recommended that, during their stay at the CCB facilities, owners or keepers maintain a basic grooming kit with bags, absorbent cloths, gloves and other necessary elements to perform the proper cleaning of the site used by their pet. The CCB will provide bags to people who do not have the suggested kit. Waste must be deposited outside the CCB facilities.
f) Pets must not be left unattended, tied up or alone at any time.
g) Notwithstanding the above, the CCB reserves the right of admission in case it considers it convenient for the safety of visitors, users and collaborators. Should any case arise that compromises the safety or physical integrity of any person, as well as real or personal property, the immediate removal of the responsible person and his/her pet will be requested.
Obligations of the Owner/Responsible Person/Holder:
a) To know, abide by and respect the guidelines and protocols established in the PYBA guideline of the CCB. Likewise, to comply with the legal provisions on tenure, health, hygiene and safety.
b) If the headquarters or point of attention is located in a shopping mall, condominium building, business building or any other location for which a particular regulation or regulation applies, the owner must also comply with the aforementioned regulations.
c) In case of generating any civil, administrative, criminal or any other type of liability due to any act of their pets or facts derived from the possession or ownership of the same, the owner, responsible or keeper of the animal shall assume full responsibility for the damages caused. He/she shall compensate monetarily the CCB and third parties that may be affected in case of any damage, fine, condemnation or sanction caused by his/her companion animals in the terms established by law and the competent authorities. d) The owner, keeper or person in charge of pets exonerate the CCB from any responsibility for any event caused directly or indirectly by the pet in the CCB facilities, where people, other animals or goods are harmed or at risk. To carry the vaccination card of their pets. In the event that they do not carry it and an incident occurs with the animal, the owner of the animal must provide their contact information to the CCB team to facilitate the intervention of the relevant entities in the handling of the case. e) For the transfer of pets between levels (only allowed in the case of guide dogs or guide dogs), this must be done by fixed or static stairs. It is forbidden to move pets by elevators that are not marked for this purpose.
f) The pet's permanence in the exclusive area for animals must be only for the duration of the user's procedure or consultation at our offices. Under no circumstances may this space be used as a nursery or "safe area" for animals. g) The owner, responsible or holder of a companion animal with special handling must comply with the requirements set forth in Article 128 of Law 1801 of 2016. The CCB reserves the right to restrict the access of special handling animals, as well as the power to request information to demonstrate compliance with the requirements of the rule mentioned in this paragraph. 1. Restrictions: 1) Each client may enter with a maximum of one pet animal, in order to guarantee the control and attention of the animal, during the transactions or services used at the CCB.
1) It is not allowed the entry of: (a) Exotic animals, reptiles, amphibians, insects and other animals other than dogs or cats. Small animals such as rabbits, mini pigs, ferrets, hamsters, birds and others are not allowed. b) Animals that release bad odors or are noticeably dirty, to avoid disturbing other customers or animals. c) Animals that cannot be contained in their carriers or crates, and even that cannot be controlled by their owners. In the case of felines, access is only allowed if the animal is in a carrier or crate. 1) Dog walkers are not allowed access, unless the person comes to perform a procedure or to take a service in the CCB, in which case he/she will have to observe numeral 1 of the present restrictions for access. 1) Service animals trained to support the movement of people with disabilities are allowed in all areas of the CCB headquarters without restrictions. 1) Regarding behavior and control of animals: (a) Feeding of companion animals is not permitted within the premises. b) Animals are not allowed to climb on chairs or armchairs provided in the headquarters and points of attention, to avoid damage to the furniture. They may only do so in the areas designated for their rest or entertainment.
c) If there is a high influx or agglomeration of people, the animals may become nervous. Therefore, animals shall not be allowed to transit or stay in areas where this situation occurs. d) It is not allowed to tie the animal to any element of the headquarters or point of attention. e) It is forbidden to mistreat animals in the CCB facilities. The respective complaint will be made if this incident occurs in a headquarters or point of care. f) In the event of any incident, the owner of the animal must provide contact information to the CCB team to facilitate the intervention of the relevant entities in handling the incident, and to activate the civil liability policy. 1) During the renewal season, due to the high influx of public, the CCB reserves the right to restrict the entry of animals to the offices and service points, for their safety and that of other customers.
1) In venues and points of care that do not have sufficient space to ensure the welfare of animals and people, the CCB may apply additional restrictions for the access or stay of animals, especially if there is a high flow of people. 1) If the permitted number of animals is exceeded at the venue or point of care, additional animals will not be allowed access to avoid incidents. 1.General recommendations for clients 1) It is recommended that visitors keep a basic grooming kit with bags, absorbent cloths, gloves and other necessary elements to adequately clean the place used by their pets. 2) It is recommended that visitors who come with females in heat or recently given birth, take special care with the care of their animals to avoid incidents with other animals. 3) It is recommended that visitors carry their vaccination card.
4) It is recommended that no visitor touch another person's animal. 1.Considerations for people who do not visit facilities with their animals The CCB understands and respects that there are people who do not share the same affection for pets and may feel some rejection, discomfort or discomfort with the presence of any type of animal. For this reason, we reserve the right to keep animals in specific cases and we will pay all the necessary attention to resolve any disagreement or conflict in this regard.
