Through a Letter of Intent, a bilateral cooperation is established to boost competitiveness, internationalization, and innovation in one of the capital's most dynamic sectors.

The Bogotá Chamber of Commerce (CCB) was selected as a partner and operator for actions within the Crea Colombia 2 – Creating with France program, articulating initiatives to improve creative, entrepreneurial, and export capacities, and facilitating access to specialized financing.

Bogotá, February 2026. With the purpose of consolidating a long-term strategic alliance aimed at strengthening the creative economy of Bogotá – Region, the President of the Bogotá Chamber of Commerce (CCB) and the Ambassador of France to Colombia will sign a Letter of Intent on February 23 at the CCB Salitre Business Center.

This agreement formalizes a bilateral cooperation framework focused on economic, cultural, and educational development, with an emphasis on talent training, technological innovation, knowledge transfer, and business internationalization for the Cultural and Creative Industries (CCI) sector.

A Strategic Pillar for Competitiveness

The Letter of Intent elevates cultural cooperation to a strategic dimension of competitiveness, aligned with the productive transformation and business internationalization agenda led by the CCB. Today, the creative economy is one of the most relevant sectors for the growth and productive diversification of the Bogotá – Region.

According to the CCB’s 2025 Cultural and Creative Industries Characterization Survey:

There are 21,938 companies in the CCI sector (as of 2024).

94% are micro-businesses, demonstrating high entrepreneurial dynamism.

72% belong to the service sector.

91% have between 1 and 10 employees.

Only a minority currently has an export vocation, reflecting a gap in internationalization.

Furthermore, the sector generates approximately 216,000 direct jobs and contributes nearly 19.1 trillion pesos (equivalent to 5.5% of Bogotá's GDP), confirming that CCIs are a strategic engine for employment, innovation, and international positioning.

Concrete Lines of Action

The Letter of Intent establishes specific pillars for cooperation:

Specialized technical and professional training. Mobility programs for entrepreneurs. Joint projects in innovation and sustainability. Integration of digital technologies and AI. Organization of binational events and business missions. High-level institutional dialogue channels.

This cooperation will address structural challenges such as access to international markets, specialized financing, and business professionalization.

Within this framework, the Crea Colombia 2 – Creating with France program will serve as a key mechanism for business strengthening. As the selected partner and operator, the CCB will coordinate initiatives to improve export capacity, facilitate financing, and integrate Bogotá-based companies into global creative value chains.

"The creative economy is a strategic sector for the development of Bogotá – Region. This Letter of Intent with France consolidates a long-term cooperation that will allow us to strengthen business capabilities, reduce structural gaps, and internationalize local creative talent. We are projecting our city as a competitive creative hub in Latin America."

— Ovidio Claros Polanco, Executive President of the Bogotá Chamber of Commerce.

"France and Colombia share a vision regarding the strategic value of cultural and creative industries. This alliance reinforces our cooperation in training, innovation, and sustainable development, generating economic opportunities for both countries."

— Sylvain Itté, Ambassador of France to Colombia.

The signing of this Letter of Intent positions Bogotá – Region as a relevant player in the global cultural economy and consolidates the creative sector as a strategic bet for the capital's competitiveness.
