In order to contribute to regional business development, promoting the simplification of procedures, the Bogota Chamber of Commerce (CCB) has been promoting since 2020 the implementation of the Single Business Window (VUE) in the municipalities under its jurisdiction in the department of Cundinamarca, signing agreements with 13 municipalities for the implementation of the VUE.

In 2021, the mapping and characterization of the procedures that entrepreneurs have to comply with in order to formally operate in nine municipalities within the CCB's jurisdiction was carried out: Cajicá, Cota, Chía, Fusagasugá, La Calera, Sopó, Tenjo, Tocancipá and Zipaquirá.

These mappings made it possible to identify the procedures that present the greatest difficulties for businessmen, especially procedures such as Urban Development Licenses, Visual Outdoor Advertising, Land Use Concept and Sanitary Concept. As part of this work with the municipalities, this year the VUE came into operation in Cajicá and Sopó, generating conditions for new companies to be created in an agile and efficient manner in these territories, benefiting more than 5,500 entrepreneurs.

In the 11 remaining municipalities in the process of implementation, progress is being made in technological tests and in the generation of the technical documents required for the integration of this mechanism. Nicolás Uribe Rueda, president of the Bogota Chamber of Commerce, stated that "We hope to have at least 6 municipalities in operation by 2022 and to sign agreements with three more municipalities to begin the process of implementing the VUE and continue to be pioneers in the country. With the VUE, an entrepreneur from anywhere in the world creates a company domiciled in the municipalities that implement it, and it is automatically registered in the Chamber of Commerce of Bogota and in the Municipal Registry of Industry and Commerce. This mechanism saves time, paperwork, travel and costs for entrepreneurs and boosts economic dynamics". In the VUE the entrepreneur can make consultations prior to the creation of his company, perform the online commercial registration, make the registration in the Tax Information Registry (RIT), comply with the communication of opening of establishment to the National Police, facilitate the registration as an employer, legal entity and natural person, in the Transactional Affiliation System (SAT), which is done by entering the portal My Social Security, consult the use of land and consultation of trademarks.

The VUE, is a public-private articulation strategy that since 2019 seeks to improve the environment for the development of business activity, coordinated by the Ministry of Commerce, Industry and Tourism (MinCIT), with the participation of national and territorial entities, and from the private sector with the participation of the network of chambers of commerce. In Cundinamarca, the CCB has initially promoted the strategy in the main economic centers of the department, socializing it with 17 local mayors. A coordination and execution committee has been set up in each municipality to speed up the implementation process.

The 13 municipalities where the VUE is being implemented are home to 56% of the Cundinamarca companies in the CCB's jurisdiction. With the support of the CCB, the VUE integrates, reduces and articulates the procedures for the creation of companies. Learn more at www.vue.gov.co.
